Poland returned to a pro-EU coalition government in 2023; Hungary under Viktor Orbán is increasingly classified as an illiberal or competitive authoritarian system.
Both Poland and Hungary are parliamentary republics and EU/NATO members. Poland (PM Donald Tusk since December 2023) returned to a pro-EU coalition after 8 years of PiS rule. Hungary (PM Viktor Orbán since 2010) has concentrated power through constitutional changes, media control, and judiciary reform — Freedom House now rates Hungary as "Partly Free," one of only two EU member states to fall below "Free." Poland is rated "Free." The contrast represents a key divide in Central European democratic trajectories.
