Theodore Roosevelt believed the president could do anything the Constitution did not explicitly forbid if it served the national interest. That stewardship theory marked a clear break from narrower conceptions of executive passivity.
He used that theory to justify a more energetic federal role in labor conflict, antitrust enforcement, conservation, and foreign-policy projection. This is one of the key moments when the presidency starts to look recognizably modern.
