A group of senior opposition politicians who each shadow a government minister, forming a government-in-waiting.

The shadow cabinet is a team of senior opposition politicians, each assigned to scrutinize and challenge a specific government minister. The Shadow Chancellor challenges the Chancellor; the Shadow Foreign Secretary challenges the Foreign Secretary; and so on. This creates a parallel structure that performs accountability and demonstrates the opposition's readiness to govern. The institution is strongest in the UK but exists in other Westminster systems including Australia and Canada. Shadow ministers develop policy positions, conduct research, and prepare for the possibility of taking power. When a party wins an election, its shadow cabinet typically becomes the actual cabinet.
