The SSDF is how Puntland was born. It was Somalia's first organised armed opposition — founded 1978, Majeerteen-clan-based, Ethiopia-backed — and when the Somali state collapsed in 1991, it's the SSDF's networks and former commanders that rebuilt governance in the northeast as the autonomous Puntland administration. The party didn't survive; the territorial arrangement it produced did.
The Somali Salvation Democratic Front (SSDF) was founded in 1978 by Somali army officers and politicians — primarily from the Majeerteen sub-clan of the Darod clan family — who broke with Siad Barre's military government in the aftermath of the failed 1977–78 Ogaden War against Ethiopia. It was the first major armed opposition movement against Barre's regime and received support from Ethiopia, which used the SSDF as a proxy during its rivalry with Mogadishu. After Somalia's state collapse in 1991, former SSDF figures — most prominently Abdullahi Yusuf Ahmed — led the 1998 establishment of Puntland as an autonomous regional administration within (not separate from) Somalia.
